NEIGHBOURHOOD PLAN CONSULTATIONS: MHCLG UPDATE PPG ADVICE (COVID-19)

In response to concerns about how to meet the consultation requirements of Regulations 14 and 16 of the Neighbourhood Planning (General) Regulations 2012, MHCLG has today provide a further clarificatory update to the Planning Practice Guidance (PPG) as part of the COVID-19 revisions.
The 2012 Regulations require qualifying bodies (Parish Councils, Town Councils and Neighbourhood Forums) and local planning authorities to undertake publicity in a manner that is likely to bring the neighbourhood plan proposal to the attention of people who live, work or carry on business in the neighbourhood area at particular stages of the plan making process.
The PPG clarifies the 2012 Regulations do not require that engagement is undertaken using face-to-face methods or that copies of consultation documents must be made available at a physical location.
Bearing in mind the current constraints, more targeted methods of engagement may be utilised including contact by telephone or in writing. Similarly, copies of consultation documents may be held online for Inspection or provision may be made to provide access to physical copies of documents.
