Wendy Burden

BA (Hons) DipTP MRTPI. Wendy has been a chartered member of the Royal Town Planning Institute for over 40 years and served as a Planning Inspector for 27 years. Wendy has worked on virtually all aspects of Planning Inspectorate (PINS) core casework including section 78 Appeals on planning applications, Local Plans and Nationally Significant Infrastructure Projects (NSIPs). Since joining IPe in September 2018, Wendy now also examines Neighbourhood Plans.

As a Principal Planning Inspector, Wendy latterly focused on Local Plans casework and her examinations included the North Somerset Site Allocations Plan; North Devon and Torridge Joint Local Plan; and Plymouth, South Hams and West Devon Joint Local Plan. For a period, she was on the PINS Senior Management Team as a Group Manager, where her responsibilities included working with the then Government Offices for the South West, East Midlands and West Midlands and the constituent local authorities in the production of Core Strategies and other Development Plan Documents.

Wendy's other experience in PINS includes sitting for 18 months on the Heathrow Terminal 5 Inquiry. She conducted a number of major cases, including Everton Football Club Stadium Inquiry; Thames Water PLC Water Resources Management Plan examination; a major residential development adjacent to Dorset Heath Special Protection Area and the Plymouth Community Infrastructure Levy Charging Schedule examination. In addition, Wendy has also determined a broad portfolio of Planning Appeals through local hearings or the submission of written representations. Wendy was one of the first Planning Inspectors to undertake NSIP casework under the Planning Act 2008 and her examinations included a Wind Farm for 32 x 145ms wind turbines in Clocaenog Forest, North Wales; Whitemoss hazardous waste site and the M4 Smart Motorway examination.

Before joining PINS in 1991, Wendy worked for a County Council and Borough Council and was a partner in a national planning consultancy.
