BA (Hons) MRTPI. Kevin joined IPe in July 2026 having worked as a Planning Inspector for 17 years, undertaking a range of Planning Inspectorate (PINS) work at the highest level.
Kevin’s focus has been on Local Plan and Community Infrastructure Levy (CIL) examinations, as well as Section 78 Inquiries (Appeals) and transport casework. He carried out 26 Local Plan and CIL examinations, covering a wide range of Local Planning Authorities including those in large urban areas, rural areas and National Parks. Kevin was further an Inspector Manager providing support, mentoring. and formal training to Local Plan Inspectors, as well as quality assuring Inspectors’ examination reports.
Before working as a Planning Inspector, Kevin gained his experience in local authorities delivering policy planning, leading on the preparation and progression of Local Plans to adoption.
