Derek Stebbing

BA (Hons) DipEP MRTPI. In addition to formerly working as a planning Inspector examining local plans, Derek has served as a panel member of the Local Plans Expert Group (along with IPe's Keith Holland), set up by the Minister of State for Housing and Planning, whose report was published in March 2016. Derek has gained considerable experience examining neighbourhood plans in IPe and undertakes a range of advisory work and health checks with local forums and parishes bringing forward draft neighbourhood plans. He further delivers external neighbourhood planning training and provides advice on local plans.

Derek was the Planning Policy Manager at Chelmsford City Council, working there for over 20 years. He has extensive experience of major planning studies in Essex, Greater London and the East of England. He progressed the Council's Local Development Framework portfolio of plans for the period 2001-2021 to successful adoption and has worked on the new Chelmsford Local Plan 2021-2036.

He has a strong commitment to the future of Local Government and securing real improvements for local communities. Derek is well known in local authority circles for all the outreach work he has done, sharing his experience of taking forward plans, and regularly speaks at national and regional planning conferences. Alongside IPe Director Keith Holland, he is currently leading on the delivery of a series of NPPF: Local Plan workshops for local planning authorities, on instruction of the Planning Advisory Service.

Prior to Chelmsford, Derek was employed from 1975-1986 in the London Borough of Redbridge, rising to Principal Planning Officer, working on the Redbridge Borough Plan, Supplementary Planning Guidance, Economic Development work and Transportation Planning.

Derek was educated at Portsmouth Polytechnic where he attained a First in Geography in 1975 and then undertook a Post-Graduate Diploma in Environmental Planning, which he competed in1979.
